MINUTES OF MEETING, TUESDAY, MAY 13, 2003
HANSON TOWN HALL, LIBERTY ST., HANSON, MA

Members Present:  Arthur Gelsi, Chairman, Steve Croghan, Member Ron Grattan, Vice Chairman, Deborah McKeen, Member, Phil Lindquist, Member, Amy Gardner, Clerk, Tricia Cassady, Agent, Rebecca Nehiley, Secretary, Mary Pulio, Interim Secretary

7:37 PM Public Meeting was called to order under the M.G.L. chapter 131, s.40 and the Hanson By-Law 1-13 s.5.

7:37 PM NOI (Notice of Intent) for Lakeside Road, Proposed                         Improvements to road  Assessors Map 79 & Map 88

Mr. John Peckham attended for Land Planning Inc. representing Coleman and Lori Earner, owners, on plans submitted on April 7, 2003

Mr. Croghan made a motion to accept the reconstruction.  Phil Lindquist seconded the motion.  All were in favor.


8:00 PM  NOI for West Washington St. proposed construction of a
            Single Family Home  Lot 18
  
Met with John Cotter from The Russell A. Wheatley Co., Inc. representing Mr. Frank Harvester regarding a Notice of Intent for Lot 18 on West Washington St..  The proposal is for a single
family home at the far side of the lot.  The lot has an area of wetlands across the back 1/3 of the lot as indicated by the map.    Ms. Cassady will inspect.  Jack Alexander, an abutter to this property attended voicing concerns about the impact of another septic system in the area and the hydrostatic pressure.  Ms. Cassday asked for a copy of the Area of Delineation.

Mr. Grattan made a motion to continue the Notice of Intent.  Mrs. McKeen seconded the motion.  All were in favor.  Continued until May 27th at 7:30PM.

8:30 PM  Informal Meeting with Mr. Bob Nickerson, owner of Hanson Plymouth Liquors on Main Street.  People have been complaining about piles of dirt accumulating and bordering the wetlands.  Ms. Cassady was there on May 8th and indicated that the area was not flagged.  Mr. Croghan said to file a Request for Determination, we’ll take a look and make a determination.     Ms. Cassady advised Mr. Nickerson that the fill needs to be removed.  Ms. Cassady will inspect and she will notify Mr. Nickerson and the owner in writing as to whether to file the RDA.

8:35  PM Resident, Al Cadman wanted a Building Permit signed for 116 King Street.  The agent had not seen it.  Steve Croghan said to stake it out, have the Board of Health sign the B.P. first. Ms. Cassady will inspect.

8:40 PM Resident Barbara Arena of 131 Whitman Street brought in plans for a driveway.  Ron Grattan said to color the map, flag the area, Ms. Cassady will inspect.

8:45 PM Resident, Scott Phillips of State Street submitted plans for putting in a pool.  Ms. Cassady wanted to know if it was an inground pool. He wasn’t sure yet.  Sharon LePorte indicated wetlands in a study.  Ron Grattan said to color the map, flag the area and Ms. Cassady will inspect.

8:55 PM  Dave Nelson representing clients at 63 Independence Ave. wants to convert an existing deck and widen the driveway and wanted to know if he should file for an RDA.  Ms. Cassady said she and Mr. Grattan were there and there are wetlands directly behind the house.  There is a stream and the whole backyard is in the 50 foot buffer zone.  Ms. Cassady  requests an RDA.

Ms. Cassady proposed a Request for Determination, Ms. McKeen made a motion, Ron seconded, all in favor.

Tricia Cassady’s hours were signed off.

A Certificate of Compliance was signed for 26 June Elaine Drive.  Ms. Cassady went out last Saturday, made measurements, as built plans were OK.

The minutes to be accepted were postponed for next week.

Mr. Grattan made a motion to adjourn at 9:15 PM.
